You have a Sidero bar.

Sidero bars are used in the Smithing skill to smith Sidero armour and weaponary. Currently known as the third best tanking gear in-game with relatively close defensive, soaking and prayer bonuses to Atsali.

This interface will appear to the player when using a Sidero bar on an anvil.
