The Armadyl boots are considered to be one of the best pair of boots for ranged. They are part the Armadyl armour set and can be obtained as a very rare drop from Kree'Arra and Kree'Arra (Hm). The Armadyl boots' offensive stats can be improved by upgrading it via the Invention skill.

Upgraded Armadyl boots
It requires level 82 Ranged and 75 Defence to equip upgraded Armadyl boots. The upgraded Armadyl boots is degradable and has up to 16 hours and 40 minutes of combat time before it transforms into a broken state. It can be repaired by Bob at any state for a coin fee of up to 3,000,000 gp, depending on how much time is left. Players may also repair it at a repair bench in a player-owned house for a reduced fee of up to 2,580,000 gp.
