The Rune hatchet requires an Attack level of 40 to wield. It can be purchased for 13,635 coins in Bob's Axes shop located in Lumbridge and Port Sarim. It can also be made by using the Smithing skill. This requires a smithing level of 86 and 1 Rune bar and will grant 560 smithing experience.

The Rune hatchet is usually only used for the Woodcutting skill; a woodcutting level of 40 is required to be able to cut Logs with it.
