The Steel warhammer requires an Attack level of 5 to wield. It can be obtained as a drop from various Monsters or purchased for 772 coins in Skulgrimen's Metal shop located in Rellekka. With a Smithing level of 39, you are able to make one of these weapons. The requirements for making a Steel warhammer are 3 Steel bars and you will gain 780 smithing experience doing so.
