Vials of water can be made by using empty Vials bought from the General store on a waterpump or other water source in Emps (for example the fountain near the Grand Exchange). You can also fill them with the Humidify spell on the Lunar spellbook. They can also be bought in pack of 100 from Shilo village's general store for X gp
