The Dragon hatchet requires an attack level of 60 to be equipped. The Dragon hatchet is usually only used for the Woodcutting skill; a Woodcutting level of 60 is required to be able to cut logs with it. It is considered as the best hatchet for Woodcutting currently in game.
The Dragon hatchet's special attack uses 25% of the bar and will result in 2 logs from a tree instead of one. Hatchets can be used from their inventory to cut wood with, if the player does not have the required Attack level to equip it.
