Chat effects (chat settings: on/off, etc?) are saved. They depend on the account settings, rather than on the computer settings though.

That is wrong, it is set back to :on upon logout.

Public, private and trade settings do save for me. I only had issues with the clan chat status.

Yeah, that seems to be the only one that resets itself back to On. I always try to keep mine set to Off, but when I relog it changes back to On.
