The Amulet of strength provides good offensive stats for melee and is an efficient item considering its stats and resources. However, since it only provides a strength bonus for melee; it will only add to your melee maxhit. Your accuracy will remain unchanged.
The amulet of strength can be created by casting the Magic spell Lvl-3 Enchant from the Normal spellbook on a Ruby amulet. A ruby amulet can be bought from the jewellery shop or made by using the crafting skill.
To craft a Ruby amulet, you first need a cut/uncut ruby, which can be bought from players. A cut ruby can also be purchased from the gem trader or obtained from stealing from a Gem stall. The uncut ruby can be obtained through mining shooting stars, ores and gem rocks or be obtained from certain monsters as a drop.
