The bandos boots can be obtained as a rare drop from General Graardor. They require 75 strength and 75 defence to wear and are considered the best melee boots currently in game. They provide the highest melee strength bonus along with the dragon boots but offer a better melee attack bonus as well as better defensive bonuses.
It is a part of the best armour set for melee strength bonuses. The bandos armour set also consists out of a chestplate and tassets.
