Blue dragon scales are dropped by blue dragons who are located in the Rimmington dungeon and barbarian dungeon. When using a pestle and mortar on a blue dragon scale, you create dragon scale dust which is used for creating potions antifire potions with herblore.
Blue dragon scales also appear on the ground next to blue dragons.
