I think not.

Usually, it scales with Melee strenth bonuses, like increased with melee and defended by Magic defences ;) (Magic prayer protection)

Nop, it just takes the opponent's magic defence under consideration when hit which is actually a HUGE buff for the weapon :p

No no, just restart it! :) You never have to redownload emps manually.
