I killed a guy in wildy and the loot didn't appear, so I waited for like 5-10 seconds and then he logged back in. Wtf? ???

Are you sure he died, and didn't just logout?
Also, what was his location when he logged back in?

Yes, he died, he fell, no loot appeared. The location was the same he "died" at.
