This is the best RSPS in the world but still does it have many people playing it, some reps have more then this. I think we should focus more on getting more players now instead of just fixing bugs and stuff. What are some things we can do? Can we still vote?

Voting is disabled.
Emps-World is obviously not as populated as Emps-scape was, if you played during that server time.
Emps-world is still one of the most populated RSPS out though.
When Old school runescape was released it stole a large majority of EVERY rsps's player count.

Fixing bugs and making new updates that make the server unique is what brings players most the time.

Honestly, I think Thomy's main focus should be fixing bugs and updating the server. You as a player can do enough to bring in people, but not everyone wants to, and that's understandable. Honestly we should just focus on keeping players playing, instead of having everyone quit and lurk around the forums.

during the time of oldschool emps scape there was no free trade in runescape i believe, that's why everyone joined private servers, it's literally impossible to get to the old player count.

Well yeah because no server is completely bug free, but if bugs wont be fixed overtime existing players would start to lose faith in the server.

I wouldn't remove the vote system. There had to be some kind of "special" reason to remove it.
