Sometimes while skilling, resources can fail to replenish. I've noticed this with both mining and woodcutting. It typically happens when I'm heading to/coming back from the bank.
Here are the resources I've had issues with:
- Oak tree directly outside of the bank in Seers village.
- Iron rock southwest of Varrock, near the champions guild.
This issue is fixed by relogging.
