Willow shortbows require a Range level 20 to wield. You can obtain Willow shortbows with the Fletching skill, this requires Willow logs and Bowstrings. You can also buy them from Lowe in Varrock and Catherby for 253 coins.

Making an Oak longbow requires a Fletching level of 30, and will grant you 523 Fletching experience in total. You can use up to Mithril arrows with the Willow shortbow.
