The Ruined dragon armour slice can be obtained as a rare drop from the King black Dragon. It is used to create a Dragon platebody if players have obtained all three pieces: Ruined dragon armour lump, Ruined dragon armour slice and Ruined dragon armour shard. Players need 90 Smithing and a Blast fusion hammer to make one.
