The Farming cape is a skill mastery cape which requires level 99 in the Farming skill to equip. The Farming cape has decent bonuses and is sold by Leprechauns located at tree farming spots for 158,593 coins. You can also buy a trimmed Farming cape at the Leprechauns. Both capes provide the same bonuses.
