All Milestone capes can be bought from Thessalia in her Milestone cape shop near Varrock square. They can only be equipped by players that trained every skill to atleast the minimum of the number of the milestone cape he wishes to equip. For a Milestone cape (40) you need to have every available skill trained to atleast level 40 or higher.
The capes have high cost, so be sure you wish to buy them.
The Max cape is a special milestone cape, that can only be equipped if a player has trained every available skill to level 99.
