Is it possible to still get XP drops even though your skill has 200M experience?

I have 200M strength and magic and I don't get any XP drops from them, which is kind of an disadvantage in pvp.

I think Charr suggested this before. Even though I only have 200m in attack and haven't experienced the "no xp drops" when hitting, I would find it quite annoying not knowing if it is my hit when boss killing with friends.
