The question is, how would they be obtainable? Putting them in a store with a price tag of hundreds of millions would be silly like last time, since the last thing this game needs is a money sink.

They would be considered old school rares again yes, without a way to obtain them.
So why the change in direction?

Currently rich players (sorry helari) are hoarding tons and tons of useful items, bringing up demand for other poorer players who only need one of each (bandos sets, z spears, godswords, etc)
If they spend their wealth on 'useless' items that keep their worth that's much better for economy.

Bosses should be made easier so high-level players with at least average gear would have chances against them. This way people would get their own gear. Remember when Bandos was dropped by Banshees? Those were the GOLDEN days!
