Ik that the hasta/arcane spirit shield is a better choise if you bring the defense stats in aswell BUT, Considering it's only costing 5-7mil and arcane + hasta costs 125m + i do not see it as a weak option. However if you would like to give this wep. a buff you should make it way harder to obtain

No, saradomin is a two-handed sword which you cannot equip a shield with.
Hasta + Arcane are both one handed and together they are almost equally strong as saradomin sword AND give a big defence bonus.

Saradomin sword actually weak

But for a saradomin sword you pay 10m and for an arcane+hasta 140m.

No, prices are set by the community.
But 'stronger' are more rare than 'weaker' weapons. And the rarity is an important factor when it comes down to prices.
So for example an arcane is stronger than other shields, and therefore also rarer and more expensive. So indirectly prices does define strength.

You don't need defense bonus in most PvM situations and it isn't overly significant in PvP as well. Ex: Glory t is rarely seen in the wilderness even though it's only slightly lower in offensive bonus yet a whole +18 def bonus higher than something like str t. Saradomin sword is definitely not weak.
