I am going to suggest that your moderators look over the rules again.
The user is clearly breaking the following rules. I have highlighted the rule they are breaking.

The following username is offensive, inappropriate, and hateful.



So if that is not good enough for you. According to, http://dictionary.reference.com/browse/nigger

I think that offensive account names should be changed to something like "random326362" That includes usernames like "nigger". Doesn't mean if I am offended or not, but usernames like that should have no place in our community.

We cannot change usernames, so there's just two options for us to do: Permanently ban the user (thus probably losing a player as he will lose his account), or leave it be. In my opinion this username does not justify a permanent ban.
