How about the Ghost Captain gets replaced to somewhere like the Grand Exchange or Barbarian Village? Can not see any downsides to it and it is a little bit faster to get to Barrows because the Falador teleport has been deleted.

I wouldn't mind it but Canifis portal in your portal room is a thing.

I do agree about the one in falador to be placed in those places. What about the one in wilderness? He teleports you to Waterbirth Island as well.
