Yes it does, it's quite more accurate than Ice Barrage :)
Indeed, as you see, it got me to 242kc, so its good enough.
I used to stay next to minions and attack those th e first, they are more weaker and easier to kill, but since there is multizone, its also making damage to the boss. You should try yourself and you'll see how easy it is.
