Where's Fire Cape?

I want to try and Solo Jad with ranging, but before that I want to buy the right to wear the Fire Cape with my 75k tokkul. When I traded TzHaar-Hul-Tel or whatever his name is, I don't see the Fire Cape.

It's been removed from the shop because you no longer need to buy that right ;) Everyone can wear a fire cape now.

So..... then you can get it after you kill Jad only? or can you still buy it with 75k Tokkul?

You weren't able to buy it from the shop, you were just able to learn how to wear it there.
The reward of killing Jad is Fire cape and 75K tokkuls.
