For me people wearing the runecrafting skillcape are invisible. I'm pretty sure its just my client because everyone else could see the guy but Chait (Fate) insisted that I report this anyways. I don't have a picture of this bug.  :-\ Ohh I also cannot click on people either, just see them on the map.

Relogging or restarting the client usually fixes this problem. It could be, that the Runecrafting cape wasn't yet loaded for your client and that the updating process got stuck somewhere. A restart/relog resets this procedure and should make the cape visible for you.
