Something blocks the loader from downloading. Can you try to add emps as an exception to your anti virus program?

Since when do you have the problem? Have you tried the uninstaller yet? https://emps-world.net/uninstall
Does the game have write permissions do your home folder? Is there enough disk space available in your home folder?
