At the low voltage, they did not detect formaldehyde. But at the high voltage, they found some. Formaldehyde is, indeed, a known carcinogen, which also exists, among hundreds of other toxic chemicals and dozens of cancer-causing agents, in combustible cigarettes. The authors concluded that someone who was a heavy user of a vaporizer at the high voltage was five to 15 times more likely to get cancer than a longtime smoker.

I assume everyone is using high voltage to get that nice vapor

Yeah, S6 seems great. Shit costs a fuckton though. Damn iPhone tier. I own a Galaxy Alpha myself and I'm pretty damn pleased with it.  Looks aesthetic and performs well.

Well, I haven't owned either of them personally, althoug my mother has the M7. I've heard that the M8 has an infamous camera issue, where it can't focus properly although it can be somewhat fixed by conventional means.

All I can say about the S5 though, is that it's pretty fucking ugly lmao. My experience with samsungs has been great though, never had one bug out on me and my 5 year old galaxy gio still works nicely.

Out of those two, samsung has better specs, while the HTC looks a lot better. Why those two though?

For the cpu, i5-4690k would be great. It's basically the best price-to-performance CPU on the market right now for gaming plus you can easily overclock it for higher speeds. OR you could just buy the non-K version. Of course, a sensible idea would be to use a better CPU cooler as well, because the stock cooler by Intel is pretty noisy. A decent aftermarket CPU cooler's like 30-40€(about the same in dollars) here. The CPU itself is around 200-250$.

The GPU you listed is indeed old and there are definitely better ones for the price. To be honest, you could get a GTX 960 for a more budget friendly choice ( around 200$) OR the best price-to-performance ratio card on the market currently, which would be the 970 (~350$). OR, if you want to go full-out, get a GTX 980, although that costs around 600$ already.

A solid insurance would be to use a heftier PSU with those new parts. Of course, using calculators and such, the required wattage shows around 400-500W. That's fine, although I'd usually get atleast 100W more than the calculators online recommend. Also, if you can, get a better brand, such as Seasonic, Corsair (not all of those are good) etc.

In conclusion, the 1250$ price tag for your listed specs is pretty bullshitty. Basically, the parts you listed cost a maximum of 700$. Of course, that's without the case, OS and assembly, but it's a pretty hefty price. Where do you live?

Just THINK, it costs atleast 10 MILLION geepees less while the ONLY downsides are that it has 1 LESS maxhit and you cant train strength with it! But that's not a minus, is it? Since you picked a 970 as your GPU, I'd recommend a beefier CPU too, so you won't have to worry about bottlenecks.
Also, get a psu that is more than 500W, since that's the minimum for your picked GPU. Something like 600-700W.
The i5-4460 is a decent cpu, I wouldn't really go lower than quad-core with that graphics card. 
i5 4690k would be the best choice for gaming, although you'd have to get a motherboard that supports overclocking. Then again, in your original build that you linked, you picked a motherboard that cost around 100 and you can get one that supports OC'ing for around that price too.
What exactly is your budget?

I've got a very minor, but a convenient suggestion. Make it so you could check your remaining slayer kills with your slayer helmet. It'd be a neat little thing and I bet I'm not the only one who has forgot the Enchanted Gem and found it frustrating. I don't see why it shouldn't be implemented, since the only major effect it would have, is freeing 1 inventory slot and making your life easier.

Personally, I didn't see a difference. It didn't give me the error message either, then again, I do have a dual-core. The only thing it did, was raise my CPU usage, with no effect on the game itself.
