Advertise on all possible rsps websites. Runelocus, TopG, RSPS-List, Top100Area.. Hire youtubers who make videos about the server.. do whatever to get some more players.

I suggest adding this thing in Trade Windows, where you can see how many free inventory slots a player have. It's good for staking.
