Counter-offer:  Make spam-PMing an infraction-worthy and eventually ban-worthy offense, categorized under harassment and intent to impede and negatively affect another's forum experience.

Block PMs. Stop using forums. So many solutions. I thought racism and inappropriate language were infraction-worthy offenses as well, but no, Mario gets promoted for it LOL
