So the manhole that is at Port Sarim is open I decided to go inside and it lead me to this place

This is the place it leads me to, And I can see a dungeoneering dungeon in a distance? does this mean dungeoneering = upcoming skill O.o?

Very unlikely, since a lot of dungeons exist in Emps even if they don't serve a purpose. It's just that the manhole is bugged. If I remember correctly it used to take you into the fairy workplace for one of the old Christmas quests.
