It's pretty strange indeed. I think the course requires level 45 agility but you will fail insanely often at that level and even at higher levels.
Recommended level to use that course without failing too much is like +80.

At 69 - 67 levels falling off should be that high there. I tried myself.

If it is accessible at level 45, it should be possible to complete it at that level as well.

Agility level requirements have never really been good. Wildy course is available at 65 but I doubt you'll make the last obstacle before you're at least 75.

It might be possible with all weight reducing equipment and an agility potion.

U should use boots of lightness and strung rabbit foot, they also help
