Probably because it is damaged, try repairing it at bob in port sarim and then try again.

As far as I know, every item you're able to trade but be the same as for staking.

The one you have is 8/10. Repair it by using it on Bob in either Lumbridge or Port Sarim. Bring some money, he charges a little bit. Locked.
