What is the relation between dragon bolts(e) and ranged attack/strenght bonus (leaving dfs or antifire potions if they exists out of the equation)

Example, if I were to shoot db(e) with nothing but rune crossbow and the bolts themselves, and if I were to shoot the bolts with rune crossbow and addition best ranged attack/strenght bonus availabe?
How does ranged attack/strenght bonus affect db(e) max possible special hit?

If the bonus affects the max special hit, then by how much?
