could anyone tell whitch monster,boss is best to pvm ? Idont have very good gear though...(Its all about money) :D

Depends what you are trying to achieve.

If you're trying to achieve just 99 in a combat skill, I suggest Giant Champions, or Dragons. Giant Champions rarely hit you and are good experience. Any time of dragons are also good as long as you have prayer potions for protect from melee, which requires 43 prayer, and an anti-dragon shield or DFS.

For money your guess is as good as mine because I am not good money maker what-so-ever :). God Wars Dungeon is good sometimes, but if you don't have armour, its iffy.

Spectrals are pretty easy to kill with cheap gear but note that they are located in the wilderness.

A good money making monsters - you could try dragons and sell their bones, or go GWD with some friends.
However, if you want to level up your combat skills, you should try giant champions and moss giants.

If I was you, I'd suggest killing Dragons for their bones and dragonhides. You can also collect various dragon armour pieces and sell them for around 100-200K.
Be sure to use an Anti-Dragon Shield though and as Gabe has already mentioned, Prayer Potions may be needed, depending on the difficulty of the dragons you're facing.
