That's because he has 200m strength/attack xp, therefore he cannot gain more xp in the corresponding level.

The higher lvl you reach in pest control the more xp you will gain for each 100 tokens, so dw you dont need over a million tokens  8)

But if you're training a skiller account, why would you train any combat skills?
I mean when your hitpoints level gets higher, your combat level will be up too. In that case your account will no longer be considered as a skiller account. Anyways, it belongs to you, I just wanted to provide you with information.
