you can get it from smoke dungeon 'chest' you need to get it a 'key' first
list iteam from 'chest'
1red hw
2blue hw
3green hw
4brown headband
5black headband
6red headband
7santa hat
8highwayman mask

The dungeon is located in Safe Wilderness - Pollnivneach. Where kree use to be, there is a well near, go down it.

CAUTION: You'll need to equip a facemask or slayer helm. This is to stop the smoke from damaging you.

You can obtain keys from a variety of npcs in the dungeon.

I'd just like to add that; There is a facemask upon entering the well, should you ever forget one.  Keep it worn at all times as you will start to lose hp, you may also use a slayer helmet from the slayer shop which works better.
