Drunken dwarf

I have this drunken dwarf spawning behind me sometimes, and says OI talk to me.
when I click on him he dissapears. Is this an bug or?

I believe this is just a random event. When you don't talk to him, you won't be able to skill. This is to get rid of auto-trainers and such.

Traditionally he's meant to give you a kebab and a beer but yeah it's basically just so people don't auto as Vaughn mentioned.

As both mentioned, its only to stop auto-trainers as much as possible.
