If so what are the concequences and how can you do it

I believe Mod Mary and Martin will transfer stats to a different account, but there are a lot of terms to agree to;

You lose (if applicable):
  All bonus XP over the XP of a certain level (Example: 120m strength experience will be 13m),
  All previous levels on the new account (everything will be overwritten, nothing will be merged),
  All levels on the old account,
  Quest progress, including holiday quests,
  Friendlist/Ignore list names,
  Member days (if not new account, new accounts have 10 days on default),
  Current spellbook,
  Slayer points and other valuta that is not stored in items,
  All minigame progress if you had any,
  Forum post history and profile settings,
  Forum thank count.
  Registered email adress,
  Bank pin.

You will need to:
  Pay 1 donator ticket (not a member ring!) worth €3.50 by trading me ingame,
  Provide the account with the exact name you want to have (no passwords will be recovered),
  Be online with that new account name while your stats are being transferred,
  Trade any untradables that you will like to have on the new account (void, pvp items, degraded barrows, minigame tokens, anger weapons, etc).

We are not responsible for anything that goes wrong nor will you be able to ask for a refund. This process is irreversible!

Every skill with higher xp than 13m, 200m str for example will be resetted to 13m. Friendslist won't be added to your new account (the account you transfer stats to). Quests as well, you'll have to do them again.

I'm not sure if they still do it for free because Mary said it'll have a cost eventually
