I think they can be crafted and enchanted but I don't know how, what I do know is that the amulet has no effects and selling those amulets for a high amount is a scam.

Lol... People are still doing this scam? People used to create two accounts and one said "Selling Binding necklace 50m" And the other said "Buying Binding Necklace 40m" so players thought they were expensive and would buy them.

It would be more logical if someone bought for less or players might be suspicious as to why he just doesn't go and trade the person selling it for less.

They'd put one guy in seers for example saying buying item x 50m and another guy in catherby selling item x 40m. A lot of people are deceived like that.

Another thing to add to this is, you can find them at Port Sarim Jewelry shop. Trade the Gem merchant and buy "Emerald necklace," enchant it and you'll get yourself a useless items that will NEVER to be existed in Emps LOL.
I'm not 100% sure on this but I believe it should be the Emerald necklace.
And YES! Like Vaughn and the other had said, some poor/noob/scammer player is just doing that to make money/merch off people so they can get rich. If, however, 1 or 2 victim fall into their hands, then they must truly be too dumb/stupid LOL. Just saying.
