Due to the new update, so:
When double exp weekends is applicable it will toggle the random events to prevent people botting.
You won't get random events while in combat. It's just nuisance to have it, imagine you are in a pvp or bossing and you get a random event thing. If this was implemented, there might be a way of it to not affect pvp etc... but if a bug occur, ppl will be complaining. Why take the risk of mixing in a complicated issue when it can be avoided?
Here's the thing, I've never EVER had a random event happen to me.

Either you never skill in game longer than 10 minutes or not play.
I think joshiee may be right? I haven't done skilling but done combat for long hours and I haven't had a random either?
You don't get random events while leveling combat skills, i believe
Dwarfs could never leave me alone on slayer tasks or bossing
Dwarfs only come when you are doing a lot of the same things, mostly happens when clicking a lot of times. 
Also you can sell the items you get from the random mime event so why would you remove it to begin with?
Some thoughts, how many people is going to buy the mime cosmetic set? Even if the removal of random event from double exp, skilling usually will have a chance of being in a mime event.
I think it really need some changes to be done here. Since botting is the reason behind this, some other ways can be thought of to solve this issue? A mime event just to get cosmetic items, where the item priced is seem low in the market also.
