At the moment, Kebbit Bolts are really just an alternative ammunition completely equal in power to Runite Bolts that just so happens to be slightly easier to acquire (In my own opinion, of course).
I tried both Runite and Kebbit Bolts on the HCB, and the Maxhits were still the same. In reality, HCB gives no bonus damage to the Bolts when it's stated that it's supposed to, according to the Wiki.

They're probably not popular simply due to the fact that they don't do anything special. I actually wanted to use Kebbit Bolts over some of my Enchanted Bolts because they're fairly more cost-efficient and less of a hassle to craft. But since they do the same amount of damage as Runite Bolts, there's really no point.
When I figured this out, I was thinking the exact same thing. If it's not going to hit harder like we thought it would, it should at least provide some sort of bonus like Accuracy.
