IMO it has way too high defence stats for what it is worth.
I was pking with full morrigans(glaivens etc) my z bow hit 0 like 5-8times in a row on a dragon guy.
this was not the first time this happened so I doubt this is coincidence, take a look at it pls

I bet he had ranged protect activated and you simply ''forgot'' to mention that just to get the defence nerfed. There isn't really that much to be done, since the defence bonuses of dragon armor are supposed to higher than rune, so there isn't really much that you can nerf.
