You can use Adobe flash professional, you draw frame by frame or make a tween and move symbols you draw over multiple frames. Save it as a mp4 movie and tadaaa.

Just don't steal my and Chazz's idea.

To properly make an anime, you genuinely have to do frame-by-frame.  The other option for you is to use animation software, which will make the anime have an unpleasant visual presentation like RWBY.  You also have to do it in Japan, else it's just a cartoon like RWBY  ;D.  What you would be making is faux anime/animesque.

The amount of work and time that it takes to make an anime, frame-by-frame, is immense for one person to do.  It will take you months to do one episode, assuming you want to do a good job.  This is something that needs a team and a lot of dedication.
