Skillcape
From Emps-World Wiki
Skillcapes can be bought from King Percival in the White knights castle in Falador. A skillcape of a certain skill can only be equipped by the player if the player has achieved level 99 in that skill.
Capes can be trimmed by using them on King Percival.
