A Butterfly net is required for hunting Butterflies. Buy it at the Hunting expert just west of the Grand Exchange for 158 coins. You need to equip it to catch butterflies if you do not have the required level to catch them barehanded.

When you have caught Butterflies in a jar, you can release them to buff other players within multi-combat areas.
