Fremennik blade can be obtained as a common drop from rock lobsters, found in the Dagannoth cave. If you talk to Bardur in the Waterbirth island, while having it in your inventory, he will offer sharks, noted caskets or noted snape grass in exchange for the blade. It is completely cosmetical and offers no bonuses in any stats.
