Oak shortbows require a Range level 5 to wield. You can obtain Oak shortbows with the Fletching skill, this requires Oak logs and Bowstrings. You can also buy them from Lowe in Varrock for 130 coins.

Making an Oak shortbow requires a Fletching level of 15, and will grant you 322 Fletching experience in total. You can use up to Steel arrows with the Oak shortbow.
