Special Delivery is a free-to-play quest in Emps-World. It's available during Christmas only.
Walkthrough
Start the quest off by talking to Santa who is walking around South of Grand Exchage near the Christmas tree. He will give you delivery notes and you need to deliver a present from under the tree to the NPC mentioned in the Delivery notes.
After the present is delivered, return back to Santa and give him the Delivery notes for a reward.
