Bandos chestplate is the overall better choice. It gives you a higher accuracy boost and much more defence bonus. You're in general stronger with a bandos chestplate than with a fighter torso.

Because for the enormous attack bonuses. You get 0-1 higher maxhit with Torso, depending on the rest of your gear. The accuracy is much more helpful. Stop looking blindly at the strength bonus.

Overall monster defence reduced a bit.
Dragonhide vambraces and chaps have received little defence bonuses.
